This report has been commissioned by the managers at Sandia National Laboratories, which is a facility of Department of Energy to develop a public relations campaign to counter the public backlash to their plans of disposing 50,000 gallons of low-level radioactive water in the city sewer system of Albuquerque, New Mexico. This report provides an overview of the situation and presents the public relations strategy along with tactical plan to undertake it.
