This paper aims to explore the research into the impact of gas flaring on the local communities in the Niger Delta, whilst discussing the problems of the role of the government in entrenching this environmental disaster. The paper bases the research on the model of NEEDS, which in theory is a model of Integrated Emergency Management. The four main objectives of the paper are as follows, to examine the Health, Safety and Disaster Management before and after NEEDS, to explore whether there has been proactive interagency policy development of NEEDS with NGOs’, to investigate into the development of participation rights before and After NEEDS for local communities, and to analyse the Environmental and social regulations before and after needs.
