S/P/447. Whose interests does the welfare state serve?

WORDS:

The welfare state, viewed as a tool of government which was originally intended to serve all areas of the community, is discussed. Assessing whether this traditional view of universalism has in fact been replaced by the targeting of key areas of society, namely the middle classes, the paper debates whether or not the welfare state has now become a political tool to ensure public support and win votes.
