The paper defines the policies of economic neo-liberalism as privatisation, de-regulation and the opening up of economies to capital flows and trade, and looks at how parties and governments of the centre-left in Latin America, whilst traditionally opposing pure free-market thinking, have in recent times modified and extended a classical liberal-republican strand more usually associated with their northern neighbour. Due to the impact of globalisation and corporate power, it has been difficult to offer an alternative to the North American free-market system, but the paper describes how national governments in Latin America have moderated their traditional hostility to the Washington Consensus.
