The paper addresses the failure of the WTO to address the needs of the developing countries. A negotiating position for developing countries is discussed on two contentious issues with regard to Article XXIV GATT, i.e. Regional Trade Agreements (RTA) and exemption from Substantially All the Trade (SAT) requirements. The meaning of Other Restrictive Regulations of Commerce (ORRC) is defined and explained in conjunction with SAT.
