The paper examines the Helms-Burton Act adopted in the USA in 1996 after a series of embargoes imposed on Cuba. The nature of the Act and the reaction of the EU, Canada and other states are described arguing that the Act has given the USA extraterritorial jurisdiction violating international rules. The policy of the USA and other countries towards the Act is reviewed discussing the legislation aimed to avoid the sanctions imposed on national corporations.
