The paper critically examines the history and theory of the Washington Consensus describing the international political situation after the end of the Cold War, the position of the IMF and World Bank towards the developing countries, the policies of foreign direct investment (FDI) and the outcomes of financial markets’ liberalisation introduced by the Consensus. The paper argues whether the Washington Consensus enabled economic penetration into developing states by developed states.
