The dissertation investigates the genocide in Rwanda from the legal perspective of the United Nations (UN) Convention of 1948 on the UN obligation to prevent genocide. The research touches on the definitions of genocide, the history of the conflict between Hutu extremists the Tutsi population of Rwanda, the issues surrounding the UN efforts to address the crisis, the response of the international community (IC) including France, Germany, the USA and the UK, the reasons behind the failure to prevent Rwandan genocide, and the lessons learned from the failure. Conclusions are made about the UN and IC share of responsibility for the oppression in Rwanda and the need for effective international action against the genocide risk.
