The paper compares the policy of funding PhD candidates in the UK and in the United Arab Emirates (UAE) examining funding strategies used by two organisations, i.e. the UK Economic and Social Research Council (ESRC), and Emirates Foundation in the UAE. The effectiveness of these organisations is evaluated suggesting recommendations about possible changes in their structure and management.
