This paper concentrates on Virtual Learning Environment (VLE) at UWIC, a vocational educational institution in Castletown. The background of the institution and of VLE is provided, and the way in which both connect is also discussed. The paper presents a Rich Picture of the management of VLE at the institution, and the issues that are related to VLE are evaluated. As a result of the discussion, the paper suggests a new technical system, DSDM (Dynamic Systems Development Model), and analyses how appropriate it is for the situation. The paper concludes by comparing DSDM with another framework SDLC (software development lifecycle).
