The main target of this assignment is to analyze how far the Council Tax influences the low turnout at local elections in Britain over recent years. Is the low turnout a consequence of an inappropriate distribution of finances between Local and Central Government or is it a consequence of flawed local taxation process? I will firstly examine a significance of voter-turnout in a representative democracy. Afterwards it will be given some statistical information about the researching problem in some countries of EU. In the main section of the assignment I will provide a critical analysis of the Council Tax and its impact on the low turnout in local elections. In the final part of the assignment will be a generalized conclusion and given a number of my recommendations for solution of the investigating problem.
