This paper examines the fiscal affects of aid in Ethiopia. The study aims to identify the effects of aid on public sector aggregates, to examine donor’s aid policies and systems, to examine the government budgetary systems, to identify issues and problems of aid, and to suggest likely solutions and policy implications. The review of literature examines the fiscal response model and evaluates its limitations. The methodology highlights the ways in which the effects of aid on the public sector aggregates are to be identified. The VAR model is used to detail aspects of the objectives, and the paper concludes with a summary of the conclusions gained from the analysis.
