The dissertation investigates the concept of e-government examining the online implementation of public services and e-democracy, and creating a model for Limassol (Cyprus) municipal e-government website. The review of literature touches on the definitions of E-government, the use of ICT and IS in public management, the issues of e-democracy, etc. The implementation of public services and e-democracy is examined based mainly on the recommendations from the EU commission. Research methods combine secondary data analysis and case study analysis including primary data obtained via interviews. Conclusions are made about the model of implementing e-government in Cyprus municipalities. The model that has been developed can be used by any European municipality which is interested in putting its public services on-line and also to improve its democratic procedures.
