This dissertation focuses on exploring the differences between the way in which elderly offenders are represented in the media in comparison to young offenders. The study discusses the relationship between crime and the media, and examines the way in which the media depicts crime and human behaviour, as well as the role that the media plays in moral panics. This dissertation focuses on Rented Accommodation in the Private Sector (RAPS), and aims to examine how they tackle homelessness. The study aims to investigate the need for affordable housing initiatives to supplement the public sector provisions in order to meet council homelessness obligations, to analyse councils statutory obligations and attempts to deal with those in priority need of housing, to examine the limitations placed on councils in developing private sector partnerships to provide affordable long term housing by the Housing Benefits regime, to evaluate the effectiveness of Gosport’s City Council RAPs initiative as a solution to providing long term housing solutions to those in priority need of housing, as opposed to using short term accommodation solutions such as Bed and Breakfast. The review of literature presents an overview of homelessness, sustainable housing options, ghettoization, and RAPS as a solution. The research methodology follows this, and the study then presents the results found from the chosen data collection methods. Conclusions are made regarding recommendations and areas of further research.
