This dissertation explores an institutionalist perspective of the failure of the Mayor and Council-Manager model of local governance adopted in Stoke-on-Trent. New institutionalism and historical institutionalism are described through the case study of the mayoral model in Stoke-on-Trent. The study focuses on secondary research methods and concludes by addressing several other reforms suggested by the Stoke-on-Trent Governance Commission that would ensure success of the future mayoral model of governance in Stoke.
