This literature review discusses the implementation of the balanced scorecard (BSC) in the public sector, using NHS as a case study. The first section of the paper discusses performance appraisal techniques, and begins by defining performance management and appraisal. Focus is then made on the BSC, and the review provides the origins of the performance measurement tool. Learning and growth, financial, customer and internal business processes are the main feature of the BSC. The way in which the BSC is measured is detailed, as are the limitations of it. The second section of the paper discusses the NHS and the BSC in the public sector. Current performance management within the public sector is discussed, along side planning and control.
